Some definitions:
Sociopath: a person, as a psychopathic personality, whose behavior is antisocial and who lacks a sense of moral responsibility or social conscience.
Someone whose social behavior is extremely abnormal. Sociopaths are interested only in their personal needs and desires, without concern for the effects of their behavior on others.

Something I wrote on the subject:

“...civilization, as we know it, is largely the creation of psychopaths. All civilizations, our own included, have been built on slavery and mass murder. Psychopaths have played a disproportionate role in the development of civilization, because they are hard-wired to lie, kill, cheat, steal, torture, manipulate, and generally inflict great suffering on other humans without feeling any remorse, in order to establish their own sense of security through domination. The inventor of civilization - the first tribal chieftain who successfully brainwashed an army of controlled mass murderers - was almost certainly a genetic psychopath. Since that momentous discovery, psychopaths have enjoyed a significant advantage over non-psychopaths in the struggle for power in civilizational hierarchies...” - Sylvia Cattori. The Trick of the Psychopath's Trade: Make Us Believe that Evil Comes from Others ‘”Usually human cruelty increases when an aggressive sociopath gains an uncanny, almost hypnotic control over large numbers of people. History is full of chieftains, prophets, saviors, gurus, dictators, and other sociopathic megalomaniacs who managed to obtain support...and incited people to violence.” Insidiously, when such a “savior” abducts the normal population to his purposes, he usually begins with an appeal to them as good people who would like to improve the conditions of humanity, and then insists that they can achieve this by following his aggressive plan.” -Martha Stout, The Sociopath Next Door The world is controlled, down to the most minute of details, in all aspects of life, by psychopaths. The word psychopath is often misunderstood and conjures up images of murderous, ax wielding madmen. This is not the case, or, not always the case anyway. A true psychopath is a sociopath and vice versa, the only difference between the two words being what one believes is the cause of the problem, mental deficiency or childhood issues according to Dr. Robert Hare. They are often stable on the surface, and can be respectable depending on their station in society. These are people who do not have the emotions of so called normal people. They do not have empathy, sympathy or guilt. Generally they have a strong desire to control others. They exist at all levels of society. At the low levels they are imprisoned, because they often are not educated and cannot control themselves. At higher levels they are celebrated. The high level psychopaths rise to the top of everything. They are the people our society honors and looks up to. They become presidents, CEO's, etc. This is because they will do anything to get to the top. The most ruthless among us, they make up approximately four percent of the population, in the US that’s over ten million people, a statistic from Martha Stout’s The Sociopath Next Door. They protect themselves and keep us away by hiring mid level psychopaths to protect them, police, army, etc. Of course this does not mean that each and every poltician, CEO or police officer is a sociopath, just that sociopaths may be drawn to those types of careers and that some people, people who are not sociopaths but are in those professions, can be manipulated to the bidding of a higher up who is indeed without conscience. Psychopaths have an advantage, the ability to reason without the fog of emotion. “Normal” people believe they use logic and reason to make decisions. Mostly they do not. For this reason a psychopath has the advantage. Sometimes they call it “realpolitik,” a term used often by Henry Kissinger, i.e. do whatever must be done by way of a reasoned and logical plan. A reasoned and logical plan which does not account for emotion causes much pain for “normal” people, who are governed by emotion and cannot escape it. The problem of frame of reference enters at this point. Since most people do indeed have emotions it is quite difficult for them to imagine what it would be like to not. They have a hard time realizing that the people they trust to lead them, and a large majority of them do wish to be led, are by definition, psychopaths. They will do whatever is required to have control. Seemingly only for the sake of control. They feel no guilt about what they do, and no sympathy or empathy towards those they do it to. They see all the angles and ways to manipulate their prey by pressing emotional "buttons" or playing on their lack of ability to recognize a predator. This is outside of the “normal” persons frame of reference. The person who would never hurt someone for the benefit of themselves or some grand plan. They may say they understand that people do bad things, but it seems to me that they do not quite get it, or they do not recognize the extent to which psychopaths are in control. And so we have this problem. How do we put this inside the frame of reference of the so called normal person to help them to see an unfiltered version of reality? It can be a painful and disturbing realization to learn that all that one knows is untrue and was designed by psychopathic personalities to control the individual for the benefit of the controllers. There have been numerous studies and many books about this very topic. All of the studies concluded that many politicians and businessmen share these traits with serial killers, or an average, conscienceless, con man. The key symptoms of psychopathy are superficiality, egocentricity, lack of remorse, lack of empathy, deceitfulness, manipulativeness, shallow emotions, impulsiveness, need for excitement, lack of responsibility and antisocial behavior. And on top of that they do not have a conscience, there is no voice that tells them, “Hey, this is wrong.” An example of this is when former Secretary of State, under Bill Clinton, Madeleine Albright was questioned by Lesley Stahl on 60 Minutes in 1996. “Lesley Stahl on U.S. sanctions against Iraq: We have heard that a half million children have died. I mean, that's more children than died in Hiroshima. And, you know, is the price worth it? Secretary of State Madeleine Albright: I think this is a very hard choice, but the price--we think the price is worth it.” How many people do you know that fit this profile? How many bosses have you had that seemed to enjoy treating you poorly, or were cold and callous? How many politicians have you seen lie without batting an eye and take no responsibility for anything they've done? How many police officers have you heard about, or known, that have psychopathic characteristics? Politics and business are perfect areas for sociopaths to operate in. The competition required to win falls into line with the desires of the average psychopathic personality. When you look at the world in this way it suddenly makes sense. We say "How could our government cause the deaths of over one million innocent people by limiting their access to medical supplies and clean water?" Well, because they simply don't care, a sociopath cannot care and cannot understand why anyone would care. Sources: Robert D. Hare. Sociopaths/psychopaths are not only ruthless enough to do anything to get to the top of a hierarchy, but they are often very (superficially) charming or cleverly manipulative with an innate talent of being able to gather naive, non-sociopaths in support of their cause (for instance the president/media mogul who can rally his people to risk their lives conquer a foreign land with the only beneficiary being the ruler himself) using the time tested techniques of slick talking and "patriotism".
